IGST Refund Not Received? A completed export does not always mean that the refund will be credited immediately. For exporters who pay IGST on eligible exports, a pending refund can tie up working capital and require follow-up.
If you searched for “IGST Refund Not Received,” the cause can differ from one shipment to another. The refund process depends on export and tax information being validated across GST and Customs systems. A mismatch, missing export information or a status that needs review can affect processing. Here are 10 common issues exporters may encounter and what they can check.
IGST Refund Not Received: 10 Common Reasons to Check
1. Shipping Bill details are invalid
The Shipping Bill number, date or port details may be incorrect or may not match the records transmitted to Customs. ICEGATE lists invalid Shipping Bill details as validation error SB001.
What to check: Compare the Shipping Bill particulars with the export records and check the relevant status on ICEGATE.
2. Export General Manifest has not been filed
The Export General Manifest (EGM) confirms shipment-related information. If the EGM has not been filed, the refund may not proceed as expected. ICEGATE identifies this as error SB002.
What to check: Follow up with the shipping line, airline or carrier responsible for filing the EGM.
3. Gateway EGM information is unavailable
For some shipments, the gateway EGM may be missing or unavailable in the system. ICEGATE lists this as error SB006, including cases where gateway information has not been transmitted electronically.
What to check: Ask the carrier or relevant logistics partner to confirm the EGM status and transmission.
4. GSTIN does not match
The GSTIN in the Shipping Bill needs to correspond with the exporter’s GST records. ICEGATE identifies a GSTIN mismatch as error SB003.
What to check: Confirm that the exporter’s GSTIN is consistent across the relevant Customs and GST records.
5. Invoice number is invalid
An invoice number entered incorrectly or reported differently may prevent the transaction from matching. ICEGATE lists an invalid invoice number as error SB005.
What to check: Compare the invoice reference in the export records with the GST return data and identify where they differ.
6. Shipping Bill and GSTR-1 details do not match
The export information in the Shipping Bill and GSTR-1 must align. Under Rule 96 of the CGST Rules, a mismatch can affect when the refund application is treated as filed.
What to check: Review the relevant export details in both records and seek help identifying the appropriate correction route if a mismatch is found.
7. GSTR-1 export information is incomplete or incorrect
Export invoice details reported in GSTR-1 may be missing or may contain an error. This can prevent GSTN and Customs records from matching correctly.
What to check: Review the export entries for the relevant transactions and compare them with the supporting records.
8. A valid GSTR-3B return is not available
Rule 96 also refers to a valid GSTR-3B return as a requirement for this refund route. A return-filing issue may therefore affect refund processing even when the shipment has taken place.
What to check: Confirm that the required return for the relevant period has been filed and is valid.
9. Transaction values or IGST amounts differ
Differences in invoice value, taxable value or IGST amount across export and GST information may lead to a transaction needing review. The exact impact depends on the records and the nature of the difference.
What to check: Compare the figures across the relevant invoice, Shipping Bill and GST return information.
10. A duplicate transmission appears in the status
ICEGATE lists SB004 for a duplicate transmission of invoice data. This does not necessarily mean that the refund is blocked: the FAQ says no action is usually required if the earlier record has already been validated successfully.
What to check: Verify the status of the earlier record before treating the duplicate message as an unresolved error. Refer to the ICEGATE IGST Refund FAQ for official error-code information.
Why Should Exporters Monitor Pending IGST Refunds?
For a business handling many shipments, several pending refunds can add up to a significant amount of blocked working capital. Older pending transactions can also become harder to investigate when records and follow-ups are spread across different teams.
Regular monitoring can help exporters spot a potential issue earlier and keep track of which shipments need attention. Reviewing each “IGST Refund Not Received” case separately can make it easier to track older shipments and follow-ups. Maintaining consistent export documentation is an important part of broader export compliance.
Is Your IGST Refund Still Pending?
The reason an IGST refund is not received may not be immediately visible from a single status or document. A focused review of the transaction records can help identify what may need follow-up. The appropriate action depends on the specific status and circumstances.
